I have experience with Subtitle Workshop and Aegisub. We agree on the linguistic task and delivery format at the start; include any timing, accessibility or platform requirements in the brief so their scope and compatibility can be assessed.

What should I include in an audiovisual enquiry?
Describe the content, the languages, the available material and the requested output. Approximate duration and your delivery date also help establish the scope.
Does a translation quote include subtitle timing?
Timing and other production tasks are not automatically included. Mention them in the brief so the required work and compatibility can be discussed before anything is agreed.
